With regard to the “Local Government: Municipal Finance Management Act: Quarterly Consolidated Statement: Quarter 3 ending 31 March 2020” gazetted on 30 April 2020 and the City of Cape Town’s draft budget for 2020/21:

The remuneration of councillors for 2019/20 is budgeted as R179 818 000. This includes R18 225 000 identified by the City of Cape Town as “other benefits and allowances”.

  1. (a) What constitutes the amount of R18 225 000 for “other benefits and

   allowances” and (b) who are the councillors or employees who receive

   these “benefits and allowances”;

  1.  whether this amount constitutes the salaries of political appointees; if so,   

   what appointments are included;

  1. what are the remuneration costs of the Office of the Executive Mayor of the City of Cape Town?

 

Answer Body: 

2.1 (a) The amount is budgeted for re-imbursement of travel claims in accordance with Item 9(1)(c) of the Determination of Upper Limits of Salaries, Allowances and Benefits of Different Members of Municipal Councils (Government Notice No 1426 dated 21 December 2018) which determines as follows:

“A councillor who uses a privately -owned vehicle for execution of official duties on behalf of the municipality, may be reimbursed for official kilometers travelled, in addition to the total remuneration package of a councillor as determined in terms of items 5 and 8 of the Notice, not exceeding the

 

applicable tariffs as prescribed by the national department responsible for

transport and in terms of the municipal council's policy.”

(b) These are Councillors who own a vehicle, maintain a logbook and submit a

      claim for official travel as recipients of the reimbursed payments.

    1. No. The use of the budget is described in the response as contained in 1(a) and (b).
    1. The Actual expenditure year to date (until end of April 2020) is R15 879 050,38. Kindly refer to the attached schedule, which provides a breakdown of the remuneration costs in the Office of the Executive Mayor of the City of Cape Town and the items associated therewith.
