Social Development
With regard to food relief:
- How are beneficiaries identified, (b) how does her Department support the work of NGOs that are carrying out emergency relief, (c) what mechanisms are in place to prevent any wastage and the improper distribution of food parcels to beneficiaries and (d) how much social-development assistance in terms of food parcels has been provided to the Kannaland Municipality during the lockdown period?
5 (a) All beneficiaries were identified against the COVID - 19 FOOD RELIEF QUALIFYING CRITERIA, which included all households that were are affected by COVID-19 infections in the following instances:
• A member/s of the family who tested positive for the virus and are in quarantine in his/her home.
• A household where a member of the family who tested positive for the virus and who have insufficient means to sustain themselves during the lockdown period.
• A person who are on medication or who suffers from a chronic illness and have insufficient means to sustain themselves that was assessed and referred by a local clinic or registered health practitioner.
• A person and his household who have insufficient means to sustain him/herself during the lockdown period who was assessed and referred by a registered humanitarian relief agency, DSD, registered NPO or a municipal manager. In this instance, the elderly, child headed houses, grant awaiting beneficiaries will be prioritised.
5 (b) The department supported the work of the NGOs providing emergency relief through funding them and the consequent signing of a Transfer Payment Agreement detailing the required deliverable.
5 (c) Too prevent wastage and improper distribution, all beneficiaries were assessed by qualified social workers against the COVID-19 qualifying criteria. The approved beneficiaries were consolidated into an Excel database that is signed off to relief organisations for the delivery of the food parcel, house to house. Only beneficiaries on the approved list were/are provided with food parcels.
5 (d) During the lockdown period 711 food parcels were provided to vulnerable households in the Kannaland Municipality.
